- Issues certificates of non-liability for the Real Estate Property Tax (T.A.P.) in cases of transfer of ownership of any type of property.
- Ensures the assessment of T.A.P. on electrified properties and its collection through the Public Power Corporation (D.E.H.) and alternative providers.
- Confirms T.A.P. for owners of non-electrified properties.
- Receives T.A.P. declarations from citizens declaring newly constructed properties for the first time.
- Updates zone values of properties whenever objective values are amended.
- Ensures the assessment of sanitation and lighting fees and their collection through D.E.H. and alternative providers.
- Ensures the assessment of the tax on electrified spaces and its collection through D.E.H. and alternative providers.
- Monitors the records of DEDDIE S.A. branches, requesting electronic files regarding the billing of sanitation and lighting fees, the tax on electrified spaces, and T.A.P. for all liable citizens as included in electricity bills issued by D.E.H. and alternative providers.
- Confirms sanitation and lighting fees for properties not billed through D.E.H. or alternative providers, based on inspection reports by authorized external staff responsible for measurements.
- Receives declarations for non-electrified spaces.
- Conducts, through its external staff, inspections and re-inspections of properties—particularly industries, manufacturing plants, hotels, hospitals, charitable foundations, sports and professional venues, and other premises as required—and confirms discrepancies, imposing legally defined fines.
- Receives from D.E.H. and alternative providers lists of uncollected municipal fees, taxes on electrified spaces, and T.A.P., and carries out investigations to confirm them in financial records for collection through the Municipality.
- Implements installment arrangements and determines fines in accordance with legislative provisions and administrative decisions.
- Receives and verifies declarations from citizens who wish to connect new premises to the power grid or reconnect previously disconnected ones, and issues the relevant certificate for DEDDIE S.A., along with a copy of the declaration.
- Ensures the assessment of fees for seasonal businesses.
- Receives applications for reduced sanitation and lighting fees in eligible cases.
- Records in a special registry the appeals submitted by taxpayers, drafts the relevant reports, and forwards the files to the Tax Committees via the General Revenue Certification Department.
- Monitors the exercise of appeals, cooperates with the Legal Department to inform the Financial Committee, and subsequently updates the taxpayer files and records in accordance with court decisions.
- Oversees decisions for the reimbursement of any unduly paid amounts of municipal fees, taxes on electrified spaces, and T.A.P.
- Submits recommendations through the Mayor to the Municipal Council, by November of each year, for determining the rates of sanitation and lighting fees (reciprocal fees) and the rate of the tax on electrified spaces
- Represents the Mayor before the Administrative Courts in cases concerning appeals related to the Department.
- Manages the Department’s correspondence and maintains a registry of incoming and outgoing documents.
