- Receives applications for the occupation of public space (e.g., health-regulated establishments, retail stores, fuel tanks, etc.), as well as applications from health-regulated establishments for the issuance of permits for functional elements (awnings, wooden platforms, etc.), in accordance with the provisions regarding tables, merchandise, and kiosks.
- Defines, in close cooperation with the Directorate of Roadworks, Sewerage, and Public Spaces, the square meters of public space that may be occupied by health-regulated establishments or retail stores. For the drafting of reports, it seeks relevant opinions from the Ministry of Environment, Energy and Climate Change and the Ministry of Culture and Sports, where required.
- Ensures the issuance of permits for the occupation of public space, as well as their revocation.
- Oversees the enforcement of applicable legislation concerning the licensing and operation of kiosks. This competence includes all aspects of kiosk operation and exploitation (licensing of public space use, leasing, transfer, etc.).
- Receives applications from advertisers, verifies them, issues payment notes to the Revenue Department of the Directorate of Finance for the collection of the corresponding amounts, and grants the relevant permits.
- Submits annual recommendations to the Municipal Council regarding the determination of rates for all taxes, fees, and rights falling within the Department’s competence.
- Receives and processes requests for the refund of amounts unduly paid by interested parties.
- Submits recommendations regarding permits for the temporary occupation of public space for the organization of events.
- Is responsible for leasing public space for the display of outdoor advertising.
- Issues payment notes to the Directorate of Finance for the collection of rental fees:
a) from the granting of public space for the placement of advertising media,
b) from the exploitation of advertising spaces in sports facilities and shelters of urban and intercity transport. - Issues payment notes for the collection of potential fees relating to the placement of functional and/or decorative elements on public space.
- Receives and duly manages letters of guarantee from recognized financial institutions or organizations (systemic banks or the Deposits and Loans Fund) of indefinite duration, concerning the placement of functional elements.
- Submits the Service’s written opinions before the Administrative Courts, following the filing of legal remedies by interested parties against administrative acts.
- Manages the general correspondence of the Department and maintains a registry of incoming and outgoing documents.
