Within the framework of the approved Sustainable Urban Development Strategy of the Municipality of Athens, entitled “Athens 2020: Sustainable Development for Tourism, Culture and Innovation,” the implementation of which is co-funded by the European Regional Development Fund (ERDF) and the European Social Fund (ESF) through the Operational Programme “Attica” 2014–2020, via the Integrated Territorial Investment (ITI) tool (Ref. No. 55/10.01.2018 (ADA: ΩΦΔΦ7Λ7-5ΗΚ), Corrected Repetition, decision of the Regional Governor of Attica “Approval of the Sustainable Urban Development Strategy of the ‘Urban Authority: Municipality of Athens – Athens Development and Destination Management Agency S.A.’”), as well as by the Operational Programme Transport Infrastructure, Environment and Sustainable Development, the Municipality of Athens implements, as Beneficiary, projects that substantially contribute to the development of Athens.
The projects implemented by the Municipality of Athens within the framework of the Integrated Territorial Investment are presented below:
Project Title: Establishment of a Waste Transfer Station (WTS) for Athens and Neighboring Municipalities in Elaionas (Attica Region) (Project Code/MIS 5001473)
Project Summary: Design, construction, and delivery in full operation of a Waste Transfer Station (WTS) in the Elaionas area of Attica by the Municipality of Athens on land granted by the Special Intermunicipal Association of Attica. Construction is carried out in accordance with the Regional Solid Waste Management Plan of the Attica Region (Law 3164/02.07.2003) and its revisions, as well as Decision No. 129894/07-09-2010 approving environmental terms and its updates/extensions. The station will serve the municipalities of Athens and Aigaleo. The project site is administratively located within the Municipality of Aigaleo.

Project Title: Energy Upgrade through Improved Accessibility of Sidewalks and Roads from the 1st to the 7th Municipal Community (Project Code/MIS 5074445)
Project Summary: The project concerns improving the walkability of sidewalks and other public spaces across all municipal communities of Athens. Emphasis is placed on using appropriate materials to achieve energy upgrading while protecting the environment. Eligible works include reconstruction of sidewalks and public spaces within the ITI intervention area, as well as landscaping of 9,000 m² surrounding the Athens Conservatoire.

Project Title: Redevelopment of Agios Panteleimonas Square (Project Code/MIS 5030431)
Project Summary: The project involves redeveloping Agios Panteleimonas Square and widening pedestrian routes along Pipinou, Alkiviadou, and Agorakritou streets in the 6th Municipal Community. Upon completion, a substantial improvement of the urban environment is expected, with emphasis on protecting and showcasing elements of public cultural heritage—especially the monumental Church of Agios Panteleimonas, considered the largest in the Balkans. The project is high priority due to recent degradation phenomena such as crime, conflicts, business departures, and vacant properties. The redevelopment aims to reverse these trends and enhance quality of life for residents and businesses.

Project Title: Pilot Intervention in a Selected Area of the Commercial Triangle (Project Code/MIS 5030477)
Project Summary: This project entails a comprehensive intervention in Athens’ historic Commercial Triangle, intended as a model for future initiatives. The area is a landmark with strong tourism appeal but faces significant degradation in public space image and function. The intervention—including redevelopment of Theatre Square—is crucial for the area’s development prospects and will positively impact the wider city center.

Project Title: Infrastructure Upgrade of the National Garden (Project Code/MIS 5030533)
Project Summary: Located in central Athens and covering 154 stremmas, the National Garden has been under municipal responsibility since 2004. Established in 1839, it is the first organized green space in modern Greece and is designated a historic site. The project upgrades its infrastructure while respecting its historic morphology and aesthetics, addressing wear, protecting biodiversity, improving functionality, and further highlighting its cultural and environmental identity.

Project Title: European Charter for Gender Equality and Combating Gender-Based and Multiple Discrimination (Project Code/MIS 5045464)
Project Summary: The project promotes gender equality actions within the Municipality of Athens through implementation of the European Charter for Equality of Women and Men in Local Life. It also establishes a framework for preventing and addressing gender-based discrimination and inequalities. A Women’s Counseling Center will be created to provide multidisciplinary services—including social, psychological, employment, and legal support—to women facing violence or multiple discrimination (e.g., unemployed women, migrants, refugees, persons with disabilities). Networking and awareness activities are also included, along with gender mainstreaming in municipal policies.

Project Title: Energy Upgrade of School Complexes in the 1st, 2nd, and 3rd Municipal Communities of Athens (Project Code/MIS 5071430)

Project Summary: The project upgrades the 1st Municipal Medical Center through building and mechanical interventions necessary for partial reconfiguration and renovation. The aim is modernization, accessibility for persons with disabilities, and expansion of services, transforming it into a “Multipurpose Social Care Center.”

Project Title: Improvement of Data and Bioclimatic Indicators through Green Space Enhancement in Public Areas (Project Code/MIS 5074443)
Project Summary: As part of policies to enhance greenery and improve bioclimatic indicators, the Municipality plans redevelopment of green areas across all seven municipal communities. Works cover approximately 394.20 hectares of hard surfaces and green spaces.

Project Title: Configuration and Upgrade Works at the Central Library Building of the Municipality of Athens (Project Code/MIS 5074961)
Project Summary: The project aims to improve functionality, accessibility, and safety by redesigning interior and exterior spaces of the building complex. A basement beneath the Children’s Library will also be repaired to serve as storage.

Project Title: Renovation of the 2nd Municipal Medical Center on Fr. Smith Street (Project Code/MIS 5085009)
Project Summary: Building and mechanical interventions will fully reorganize and renovate the premises to modernize operations and expand services, converting it into a “Multipurpose Social Care Center.” Two adjacent vacant shops will be reconfigured for additional space.

Project Title: Innovative Home Care Services for Vulnerable Population Groups in the Municipality of Athens (Project Code/MIS 5089164)
Project Summary: The project implements innovative home-care services for vulnerable groups threatened by poverty and social exclusion, particularly caregivers of elderly or chronically ill family members. Services include in-home or remote care with flexible scheduling, contributing to poverty reduction, social inclusion, and improved employment access.

Project Title: Procurement of Mobile Units for the Municipality of Athens (Project Code/MIS 5095048)
Project Summary: Procurement of five vehicles—mobile Controlled Use Spaces—to support harm reduction needs. This includes three closed-type vans (500×210×210 cm) on 3.5-ton truck chassis and two dual-axle vehicles suitable for superstructure installation.

Project Title: Energy Upgrade of Municipal Buildings of Athens (Project Code/MIS 5109432)
Project Summary: Energy-efficiency works will be implemented in multiple school complexes and municipal office buildings. Interventions include thermal insulation, cool materials, replacement/repair of frames and glazing, shading systems, and design features ensuring flexibility, reliability, and low maintenance costs.

Project Title: Supply and Installation of Equipment for the Demonstration Municipal Vegetable Garden of Athens (Project Code/MIS 5123869)
Project Summary: The project supplies and installs equipment for the operation of an urban vegetable garden on approximately 2 stremmas of municipal land. Its goal is to address urban poverty while strengthening social responsibility, cohesion, and solidarity.

Project Title: Expansion of Community Center Interventions to Promote Employment for the Unemployed and Youth (Project Code/MIS 5131160)
Project Summary: Through a multi-channel Social Services Network, residents—especially vulnerable groups such as persons with disabilities, migrants, Roma, and beneficiaries of social protection programs—gain access to integrated support services for social inclusion and employment. Three mobile units will provide decentralized local services across municipal districts.

Project Title: Actions Promoting Sustainable Development and Social Cohesion through the Social and Solidarity Economy in the Municipality of Athens (Project Code/MIS 5134974)
Project Summary: The project develops services and initiatives promoting social entrepreneurship and professional integration within Social and Solidarity Economy enterprises, facilitating employment for vulnerable groups. It also contributes to local development and reduces poverty and discrimination.

Project Title: Leveraging the Social & Solidarity Economy for Cleanliness Actions in the Municipality of Athens (Project Code/MIS 5165209)
Project Summary: Similar initiatives promote social entrepreneurship and workforce integration for marginalized citizens facing employment barriers—exacerbated by the COVID-19 crisis—while enhancing social cohesion and the social value of municipal services.

Project Title: Energy Upgrade and Automation of the Street Lighting System of the Municipality of Athens to Save Energy and Reduce Energy Costs (Project Code/OPS 5180906)
Project Summary: The project upgrades and automates the municipal street lighting system across roads and squares throughout the municipality. Objectives include reducing greenhouse gas emissions, lowering lighting costs, improving urban aesthetics and safety, and enhancing energy efficiency in line with national energy and climate targets. Works also include repair and expansion of lighting networks and supply, installation, and maintenance within specified timeframes.
