Through the design and implementation of the above complementary actions and projects, the Municipality of Athens is entering the second phase of implementing its Dual Transformation Strategy (2022–2025), characterized by the practical execution of specific projects covering a wide range of strategic objectives across most thematic areas. In particular, eight flagship projects are being planned, matured, and implemented, encompassing aspects of smart governance, resource management, sustainable mobility, safety and resilience, as well as open innovation with citizen participation.
Overall, these projects contribute to both digital and green indicators within the framework of the dual transformation. They therefore form a pilot implementation phase that will test the feasibility of the strategy while delivering tangible results in green and digital development. At the end of this phase, the strategy will be updated based on project outcomes and implementation experience.
The proposed projects will increase both the number and quality of the city’s digital infrastructure and services. Their common denominator is the ambition to deliver tangible and meaningful improvements to the quality of life of citizens as well as visitors. Consequently, the strategy—and by extension the proposed projects—is fundamentally citizen-centric, placing residents and their needs at the forefront while encouraging and supporting their participation in city processes and initiatives.
The strategy and the proposed projects are fully aligned with contemporary needs. In recent years, the city and its residents have faced significant crises such as the pandemic, severe climate events, and economic and energy challenges. To better address such crises, the strategy and its associated projects emphasize resilience, safety, efficient resource management, and smart city governance.
At the same time, the projects are aligned with key national and European policies. The planned actions fall within the thematic priorities of the Greece 2.0 plan while also contributing to the ambitious goals of the European Green Deal. Moreover, Greece 2.0 constitutes one of the most important funding instruments for implementing the strategy, under which the proposed projects are included. The city aims to rapidly and effectively leverage these resources to accelerate its dual transformation.
